i've always used the white conduit, it's a snug fit but not tight. i'm guessing the wall thickness on the 20mm HD orange stuff is thicker than the white stuff making the 16mm not fit.
got a measuring device such as a pair of verniers or a ruler?

nah, just common sense...
way to many blind dunes that you've got to climb & on coming traffic on tight single track where the cars can be hidden by scrub & small dunes + the motorbike factor. i'll also use my 120db air horns a bit punching up over crests just for piece of mind.
IMO the taller the flag the more right of way you have as they should have seen you first & had plenty of time to pull over.

Putting this up here for future reference.
Grey/white (im colourblind) PVC is medium duty and thinner walled, orange PVC is heavy duty and thicker walled. If you get a hold of 16mm grey 16mm PVC is not stocked at bunnings, masters, blackwoods, John r turk, I found it at TLE electrical; they had heaps.

I used a gas burner (heat gun maybe be better, less charing) to heat the bunnings 25mm conduit, the male end went a bit soft but I was still able to shove it in an extra inch, was going to use an R pin to hold it together.

the 1 piece flag poles i make are double sleeved 2m for extra stiffness while still staying nice & bendy, then the last meter is just the 16mm stuff for flexyness as there are a few sections that are very over grown, you might find that the HD stuff will bend, kink & snap either at speed or by a low branch/tree.
