HELP! Vitara G16B timing belt keeps walking off

Got a 1996 vitara with the G16B motor in it here. Just replaced the water pump and now the timing belt wont stay on, it keep walking off the cog. Any help would be awsome

are you walking it by hand before starting the engine ?? is the harmonic ballancer removed ?

If so bolt it on and wind it over by hand, it act's as a guide for the timing belt
