I was siting in the vit today and noticed the check engine light stayed on when the keys were turned to accessory but as soon as you start the car it goes away is that normal?

No.

With the key in the accessory position, the CEL should be OFF - it should come on in the on position along with the low oil pressure & charge lights, and then go off after the engine starts.

Are you sure the key was in the accessory position?

yup it was the accessory position but i narrowed it down to a bad relay near the ecu. just swapped the relay and its working fine now.....
