given that the other pipe doesn't have it, i'd say it was welded on a bit wonky...

this being said, the old 1.3L aint exactly a performance machine, i doubt you'd even notice a difference, and doesn't the m13 head have elongated holes anyway? (yours looks circular).

a 2013 M13a aint exactly "old" technoligy

my guess they've had an influx of orders & are just pumping them out, is the top section flush with the flange or does it protrude? could always fill the bottom with epoxy steel & port it so there is no lip.

it's still far from the level that you'd notice a 1mm step on a pipe... which just looks like its in there crooked.

if you scroll towards the bottom of this thread: viewtopic.php?f=17&t=30308&start=120 you'll see pics of the ports on an M13, 15 and 18... they're all elongated... and that little step in the pipe in the OP is nothing compared to the difference between the head and the extractors in the OP.

Its not a boat anchor yet .
The top section is flush and i did consider epoxy steel but not sure if it will handle the heat ,wouldnt want it ending up in the cat,or sucked into the engine if your alien  ,just mucking mate

Is that another piece of tube inside there or is it just the header pipe? From the pics it almost looks like another piece in there possibly acting as some sort of reversion cone or something.
