Is it just me, or does that first picture look like your jimny is shouting at you?

I think your jimny is fooked. Faulty Seat mounts are going to fail any road worthy inspection if the assessor sees it. You are going to have to get a very good job done to fix it. If I was you I'd get it fixed at the same garage you intend to have future road-worthiness assessments done, and keep the receipt so you know they will always pass your vehicle since they repaired it. If they see someone elses welding or repairs around the seat mounts they are going to be very strict.
A couple of my vehicles used to fail if there was any rust near the seat mount until I had a plate welded over the affected areas. And that was in europe where assessors are far more forgiving of rust, all cars are rusty. In australia my experience so far is that the garages and car owners in general get the shits at the first signs of a bit of surface rust, seats mounts rusting off has got to be bad.

I can fix that quite easily. I'm in Brisbane, so If you travel down here at all I could get it done for you. Garanteed to pass RWC too.
