why do 6.5's incorporate 4 gears

its just im ordering some 4.9's and thought it was weird

Because the 4.9 set keeps the original lowrange output gear from the genuine 1.3 gears (so too do the 4.16 and 5.14 gears). 6.5 set keeps none of the original gears, all are replaced. |

the last post by 303zuke in this thread - gearing numbers and a gear calc may help. It shows original gear teeth numbers, then when you use a 4.9 for example it changes the colour of the ones which get replaced and updates teeth number  ..... i think.
