Check out the power steer setup on 60's American and Australian large fords, was a lever valve setup pushes byt eh steering to allow fluid into one side of a ram attached to teh drag link

I just pulled a dud pump I had apart to have a look and the only thing that port does is earth out at high line pressure to tell the ecu to up the idle speed if need be to help turn, its not a bypass of any kind and no fluid flows through it

there is a fancy looking piston that slides in and out inside the outlet port that bypasses fluid back to the inlet that you might be able to fiddle with but wouldnt be easy I dont think
